Valuations procured by CoesterVMS will comply with the Uniform Standards of Appraisal Practice (USPAP), interagency Appraisal and Evaluation Guidelines (Interagency Guidelines), the GSE Appraiser Independence requirements, and all applicable legal requirements, including but not limited to, Regulation Z’s requirement for valuation independence (Requirements).
No CoesterVMS employee, director, officer, or agent of the, or any other third party acting as joint venture partner, independent contractor, appraisal company, appraisal management company, or partner on behalf of the Lender, shall influence or attempt to influence the development, reporting, result, or review of an appraisal through coercion, extortion, collusion, compensation, inducement, intimidation, bribery, or in any other manner.
No person preparing a valuation for CoesterVMS or performing valuation management functions for CoesterVMS will have a direct or indirect interest, financially or otherwise, in the property or transaction for which the valuation is or will be performed.
CoesterVMS shall provide Lender a detailed certification regarding compliance with applicable appraiser independence regulations upon completion of all valuation requests.
All CoesterVMS clients are required to place orders and related communications directly through the Cloud Control System or another approved integration. The Cloud Control System contains several systematic stop gaps to maintain the anonymity of the assigned vendor during the valuation process. Following initial completion and delivery of the report, requests and inquiries regarding the appraisal are limited to qualified individuals and documented in case of inappropriate behavior.
All CoesterVMS employees receive detailed training on appraiser independence and associated regulations upon hire. All staff are also required to attend training on appraiser independence annually or upon change in applicable regulations.
